Evgenii Balakshin was born in Saransk.
In 1981 he graduated from Saransk Art School, department of Painting, M.S. Ikanin’s class. He studied in Industrial Arts technical secondary school in Kharkov.
From 1991 Evgenii Balakshin is a Member of the Union of Artists of Russia, 1991.
Since 1998 he has been living and working in Paris.
Evgenii Balakshin is a participant of zone and All-Russian exhibitions.
His works are held at the Mordovian Republican Art Museum, in private collections in Russia and abroad.
